What is the foreign technical intern training system?

The foreign technical intern training system is stipulated by the Law Concerning the Proper Implementation of Foreign Technical Intern Training and the Protection of Foreign Technical Intern Trainees, the Technical Intern Training Law, and related laws and regulations.
The foreign technical intern training system based on the Technical Intern Training Law has introduced a permit system for supervising organizations and a certification system for foreign technical intern training plans from the viewpoint of proper implementation of technical intern training and protection of technical intern trainees. On the other hand, for excellent supervising organizations and practitioners, the system is being expanded by extending the training period and expanding the number of people accepted. Based on the Technical Intern Training Law, the "Foreign Technical Intern Training Organization" established by the government as an authorized corporation accepts notifications of trainees, accepts applications for permission from supervising organizations, certifies technical intern training plans, trainers and supervises. We will properly implement the work related to the protection of technical intern trainees and the technical intern training system, such as guidance and supervision such as on-site inspections and report collection for groups, consultations and reports from technical intern trainees.

Method of accepting technical intern trainees

There are two types of accepting foreign technical intern trainees, "group supervision type" and "company independent type", and Kamitake Cooperative accepts "group supervision type".
The group supervision type is a method in which a non-profit organization (supervising organization) such as a cooperative accepts technical intern trainees and conducts technical intern training at affiliated companies (practitioners = accepting union members).
In order to become a supervising organization, you must apply for permission from the Organization for Technical Intern Training for Foreigners and obtain permission from the competent minister (permit requirements are stipulated in the Technical Intern Training Law).

There are two types of permission of the supervising organization, "specific supervision business" and "general supervision business", and if the permission of the specific supervision business is obtained, the first to second items (up to 3 years), general supervision With the permission of the business, you can carry out the supervision business related to skill training from No. 1 to No. 3 (up to 5 years, the number of people accepted is doubled).

Classification of technical intern training and status of residence

The technical intern training is divided into activities to acquire skills in the first year after entering Japan (No. 1 technical intern training), activities to master skills in the second and third years (No. 2 technical intern training), and four years. It can be divided into three activities (No. 3 technical intern training) to master the skills of the 5th year.
When shifting from No. 1 technical intern training to No. 2 technical intern training, and from No. 2 technical intern training to No. 3 technical intern training, the technical intern trainee himself / herself will take the prescribed skill evaluation test (in the case of transition to No. 2). It is essential that you have passed the department and practical skills (practical skills in the case of transition to No. 3).

Certification of technical intern training plan

Notification of the practitioner

When the technical intern training is started, the trainee must notify the Organization for Technical Intern Training for Foreigners of the date of the start and other matters specified by the ordinance of the competent ministry without delay.

Attendance of training course

According to the Technical Intern Training Law, (1) a "supervisory person" appointed for each business establishment that conducts a supervising business in a supervising organization, and (2) a "designated external officer" or "external auditor" established by the supervising organization to properly operate the supervising business. , ③ For the "technical intern training manager" appointed for each business establishment where the technical intern training is conducted, the training is conducted every three years by the training institution that the competent minister deems appropriate. A system different from technical intern training What is a specific skill?

Certification of the sending agency by the sending country

A sending organization that is familiar with the local situation plays an important role in the selection of technical intern trainees. Therefore, in order to properly operate the technical intern training system, foreign sending organizations are also required to comply with the requirements of relevant laws and regulations.
Specifically, a bilateral agreement will be made between the Government of Japan and the Government of the Sending Country, and each sending government will individually examine the eligibility of the sending institution in its own country, and only the appropriate sending institution will be selected. Since we have established a certification system, only sending organizations certified by the government of the sending country are allowed to send from the sending country.
